Navy SBIR / STTR Programs (ONR-administered)

The Navy SBIR and STTR programs under the Office of Naval Research give U.S.-owned and operated small businesses a route into Navy technology needs across more than 30 science and technology areas. ONR serves as the Navy-side administrator inside the DoD-wide SBIR/STTR system, so this program is the entry point rather than a single topic call. Eligibility is limited to U.S. small businesses with 500 people or fewer, and the program runs multiple times per year. It follows the usual Phase I, Phase II, and Phase III structure, but the public ONR page does not publish a single award range because topic-level amounts, deadlines, and cycle details vary by solicitation and live on the SBIR portals. The strongest fit is a company with a clear Navy use case and a credible path from topic submission to later development and commercialization.
