The Ben Franklin Technology Partners Challenge Grant is the DCED state appropriation that flows DCED → Ben Franklin Technology Development Authority (BFTDA) → four independent regional BFTPs. Founders do not apply to DCED directly; they apply to the regional BFTP covering their county. Each regional BFTP deploys capital as convertible debt with equity warrants — not a traditional grant — and operates its own application process. The four delivery organizations are: BFTP-SEP (Philadelphia region), BFTP-NEP (Lehigh Valley + 21 counties), BFTP-CNP (Central & Northern PA), and Innovation Works (Western PA).
