Funds the safety and effectiveness testing costs of getting a designated new animal drug through FDA approval.

Drug companies rarely bother developing a new drug for a rare animal disease or an uncommon species, because the market is too small to cover the cost of the safety and effectiveness testing FDA approval requires.
