ED/IES SBIR Phase II sits under the same education-innovation portfolio and follows a successful Phase I award, while also allowing a Direct to Phase II route for eligible for-profit companies. It offers $1 million over two years to turn evidence-based education technology into commercially viable products. The Direct to Phase II path is reserved for companies commercializing innovations originally developed by universities or nonprofit research organizations, and the innovation must already be evidence-based. The FY2026 solicitation was released on April 30, 2026, with a June 29 deadline, and the submissions run through SAM.gov as procurement contracts. The best fit is a company that can show either a clean Phase I progression or a strong evidence base from prior institutional research. Up to half of Phase II funds may go to a nonprofit or research partner, which makes the program workable for teams that need external research support while commercializing together.
