NOAA SBIR Phase II
Offers NOAA I awardees scaling proven concepts toward commercialization through the NOAA II.
NOAA SBIR Phase II is the follow-on track under NOAA Technology Partnerships Office for firms that completed NOAA Phase I. It offers up to $690,000 over as long as 24 months to extend a proven concept toward commercialization in NOAA mission areas. Access is invitation-only and limited to prior Phase I awardees. The work must stay in-house for at least half of the effort, the small business keeps intellectual property rights, and the record places the program in the United States on a rolling cadence. NOAA does not run an STTR track. The fit is strongest for teams that already have a working prototype, pilot evidence, and a clear commercialization path in ocean, atmosphere, fisheries, climate, coastal, weather, or related data and autonomy markets. Phase III receives no SBIR money, so this stage is meant to bridge to private or other federal capital. That keeps the route focused on phased scale-up.
