The Industrial Revenue Bond Program enables manufacturing facilities, 501(c)(3) nonprofit organizations, and solid waste disposal facilities to access capital markets via tax-exempt bond financing. JEDA acts as a conduit issuer — the borrower uses JEDA's tax-exempt status to obtain lower-cost debt from the private market. This is a debt instrument, not a grant.
