Tools include conduit bond issuance (tax-exempt or taxable bonds for facilities and equipment), synthetic leasing (converting capital expenditures into operating expenses), and access to Florida tax efficiencies (ad valorem and sales tax exemptions, federal asset depreciation). The 'Special Dirt' provision supports securing property rights on government-owned land for commercial spaceport uses. These are deal-by-deal financing arrangements, not competitive grant pools.
