SpaceWERX Phase II funds prototype development by small businesses that have demonstrated feasibility under Phase I (or qualify for Direct-to-Phase II). For Open Topic awards, a USSF Customer Memorandum is required before the Phase II contract is issued, ensuring a government customer is validated. Direct-to-Phase II (D2P2) allows qualified small businesses to skip Phase I entirely; it carries the same funding range but requires a Customer Memorandum under the Open Topic track. Phase II performance is up to 24 months. Phase II awardees become eligible for STRATFI or TACFI scale-up matching contracts.
