SSBCI 2.0 is a $10 billion program (authorized by the American Rescue Plan Act 2021) that allocates federal capital to all 56 states, DC, territories, and Tribal governments to support small businesses and entrepreneurship. Treasury does NOT fund businesses directly — funds flow from Treasury to state/territorial/Tribal administrators, who then deploy capital through state-tailored programs. State programs may take any combination of five forms: equity/venture capital, loan participation, loan guarantee, collateral support, and capital access programs. A supplemental Small Business Opportunity Program (SBOP) provides Technical Assistance grants. The leverage target is $10 of private investment per $1 of SSBCI capital. The program is fully allocated to states and in the deployment phase through 2030+.
