The Texas Enterprise Zone Program (Tax Code Ch 2303) provides a state sales and use tax refund to businesses that invest capital and create or retain jobs in economically distressed areas designated as Enterprise Zones. Refunds range from $625,000 (Half Enterprise tier, investment $40K–$5M) to $3,750,000 (Triple Jumbo tier, investment $250M+). The program is accessed via a two-stage process: a local government nominates the company, then the state grants designation. Statewide, up to 105 designations are issued per biennium. Designations run 1–5 years, with the effective date set 90 days prior to the application deadline. Quarterly application deadlines fall on the first business day of March, June, September, and December.
