Elevate Vermont — SBIR/STTR Matching Grant

Funds Vermont startup growth through matched support for federal innovation programs.

Elevate Vermont is Vermont's technology-based economic development program, authorized by Act 74 of 2021 (effective July 1, 2022) and operated by ACCD's Department of Economic Development. It has two active components: (1) free 1-on-1 technical assistance for first-time SBIR/STTR applicants navigating federal agencies (DOD, NASA, and nine others), and (2) a non-competitive matching grant of up to $50,000 for Vermont businesses that have already received a federal SBIR/STTR Phase I or Phase II award. The matching grant covers commercialization expenses not funded by the federal award — marketing, market research, and sales materials. It is first-come, first-served (non-competitive), requires the federal award to be granted before submission, and comes with lifetime caps of five grants per business and disqualification after three prior Phase II federal awards. A third component ('Industry Research Partnership') was listed as 'coming soon' as of May 2026.
