Program for Excellence in Basic Research (PEBR)

PEBR (Program for Excellence in Basic Research) is a major new 10-year flagship approved May 25, 2026 by Ministry Decision 2555/QĐ-BKHCN, implemented by NAFOSTED. It supports individual research projects on 5–10 year cycles — significantly longer than standard NAFOSTED basic-research grants — and targets research groups with the potential to reach the top 5% globally in normalized citation impact (FWCI/CNCI) by 2030–2035. Priority areas are quantum technology, artificial intelligence, advanced materials, biotechnology, new energy, and semiconductor technology. Selection uses competitive, transparent mechanisms leveraging international citation indices, with preference for groups that attract co-funding from enterprises and international partners. First call(s) under PEBR are expected to follow implementation guidance; no specific application window has been published as of May 2026.
