SBV Refinancing for Innovation is a State Bank of Vietnam credit route for technology and innovation SMEs, with VietinBank listed as the commercial-bank channel. It is not a grant program; it is a state-bank refinancing line that pushes preferential-rate capital through a lending institution rather than a direct public award. The ticket size runs from VND 5 billion to VND 1 trillion on a rolling basis. Eligible applicants must be registered and operating in Vietnam, with companies required and non-profits also allowed, and the capital is structured as a loan for domestic firms rather than a competition for research funding. This route suits companies that already need working capital or growth finance and can absorb a large borrowing ticket. The practical advantage is access to policy-backed credit inside the banking system, so applicants need a bankable balance sheet, a clean operating footprint in Vietnam, and a use case strong enough to justify a preferential-rate facility.
