Empire State Development is New York State's main economic development agency. It convenes regional councils, manages business incentives and serves as the state umbrella for growth, redevelopment and export support. Through the Regional Economic Development Council process alone, it channels more than $750 million a year in state resources, with additional activity in DRI, NY Forward and POWER UP.

The agency funds a mix of tax credits, grants and prizes. Visible routes include the NY Excelsior Jobs R&D Tax Credit up to $5 million, ESD Innovation Matching Grants up to $3 million, GENIUS NY prizes up to $1 million and the Global NY Fund Grant Program up to $100,000. Eligibility reaches businesses, municipalities, not-for-profits and other public applicants through the Consolidated Funding Application, while tax-credit routes are processed separately through state tax administration.

ESD's advantage is breadth rather than a single niche. It is strongest for New York projects that create jobs, expand industrial capacity, support local redevelopment or push exports, especially when an applicant can fit into a regional council priority or a multi-agency capital package. All of this is New York State only, so the agency is best read as the state's central business and place-based financing engine.
