Invest-NL is the Dutch state-owned promotional investment institution, wholly owned by the Dutch State. It is a domestic impact investor rather than a grant maker, with 236 companies and funds in its portfolio and about €1.666 billion in committed capital.

It uses equity, mezzanine, venture debt, innovative finance, and fund-of-funds capital to back companies, scale-ups, and infrastructure projects that still struggle to raise conventional market money. Its fund tickets run from €5 million to €25 million, and its strategic themes are AgriFood, Biobased and Circular Economy, Energy, Deep Tech, and Life Sciences and Health. In direct work, it has backed 65 companies over six years and keeps adding new investments each year.

The institution works through direct financing, indirect fund investments, market development, and ESG support. For founders, it is best read as a growth capital partner with a public mission, not a subsidy route, and engagement begins with specialist review rather than a call calendar.
