Investinor AS is Norway's state-owned equity investment company, operating under the Ministry of Trade, Industry and Fisheries. It is based in Trondheim and Oslo and backs high-growth technology companies directly while also investing indirectly in Norwegian seed and venture funds. The organisation has invested in 79 portfolio companies and 45+ funds, and it has helped generate about NOK 27 billion in total co-invested capital.
It does not award grants. Its tools are direct equity, fund commitments, and matched co-investment, with routes that cover pre-seed, seed, venture, and expansion-stage companies. The pre-seed fund route can reach NOK 50 million, and the wider platform also works through direct investments and seed-and-venture fund investments.
Investinor is relevant when a founder needs patient state-backed capital rather than non-dilutive support. It fits companies with scalable products, early traction, and a credible route to private syndication. The company acts as an investor and partner in the capital stack, not as a grant administrator.
