
Torch High Technology Industry Development Center
Runs the Torch program in China as a public service body supporting high-technology enterprise development and incubation ecosystems.
The Torch High Technology Industry Development Center is a public-service institution under MOST, founded in October 1989 to develop high-technology industries and drive industrialization. It is not a ministry itself; it sits inside the MOST system as a delivery body for the Torch Programme.
Its role is ecosystem support: technology business incubators, makerspaces, high and new technology enterprise certification, technology-market promotion, and the China Torch Statistical Yearbook. The record also ties it to the long-running Innovation Fund for Technology-Based Firms, now ended, and to HNTE certification that is coordinated with the Ministry of Finance and State Taxation Administration. The relevant sectors include artificial intelligence, biotech, climate, energy, hardware, manufacturing, materials, medtech, robotics, semiconductors, and aerospace.
After the 2023 MOST restructuring, high-tech zone administration moved to MIIT, which left Torch Center with the parts of the system that still matter for founders: incubator networks, certification, statistics, and enterprise support. It is best read as a policy and accreditation gateway for technology firms rather than as a current open-grant funder.
