The High and New Technology Enterprise (HNTE, 高新技术企业) certification is China's primary preferential tax instrument for technology companies, administered jointly by the Torch High Technology Industry Development Center (Torch Center) under the Ministry of Science and Technology, the Ministry of Finance (MOF), and the State Taxation Administration (STA). A certified HNTE receives a preferential corporate income tax (CIT) rate of 15%, compared with the standard 25% rate — a 10-percentage-point reduction that applies to taxable profits each year the certificate is valid. Certified enterprises also gain access to a 10-year loss carryforward (versus the standard five years) and enhanced R&D super-deduction treatment. The Torch Center's National HNTE Recognition Management Work Leading Group Office coordinates the national review process, while provincial and municipal science and technology bureaus handle application intake and initial evaluation.

HNTE certification is available on a rolling basis to for-profit enterprises incorporated in China across a wide range of high and new technology fields, including information technology, biotechnology, advanced manufacturing, aerospace, new energy, energy-saving technologies, new materials, and related sectors as defined in the national HNTE catalogue. Applicants must demonstrate qualifying levels of R&D expenditure as a share of revenue, majority ownership of relevant intellectual property, and technical personnel ratios. Certification is valid for three years from the date of issue and is renewable; enterprises must maintain all qualifying conditions throughout the certificate period or face revocation. The province of incorporation determines which provincial or municipal S&T bureau receives the application — no single national application window is used.

The benefit is a tax preference, not a cash disbursement, so the economic value scales directly with an enterprise's taxable profits. A company earning CNY 10 million in taxable income saves CNY 1 million per year in CIT under HNTE rates relative to the standard rate. Applications require Chinese-language documentation and are submitted through provincial-level channels; Torch Center publishes recognition lists and coordinates the annual review cycle. Enterprises seeking certification should begin with their local S&T bureau to confirm current cycle timelines and documentation requirements.
