The Northeast Microelectronics Coalition (NEMC) is a quasi-public Microelectronics Commons hub run through Massachusetts Technology Collaborative. It funds microelectronics research, prototyping, and workforce programs across the Northeast, including Massachusetts, New York, New Jersey, Connecticut, Maine, New Hampshire, Rhode Island, and Vermont.

The coalition sits inside the CHIPS and Science Act ecosystem and channels federal support from the Department of Defense and the Economic Development Administration to startups, small companies, and educational institutions. It received a 2024 federal implementation award of $19.7 million, $37.78 million in DoD critical-technology project funding, and matching state support of up to $40 million. Active programs include PROPEL, POWER, and SCALE Capital.

NEMC is strongest for semiconductor teams moving from lab work to fabrication, or for workforce and training projects that directly support that transition. PROPEL is the clearest startup-facing route, while SCALE Capital is aimed at Massachusetts-based entities and POWER supports the regional workforce pipeline.
