Pennsylvania Department of Community and Economic Development, or DCED, is a cabinet-level Pennsylvania state agency that exists to help businesses grow and communities succeed in the state economy. It is the main public entry point for a wide spread of Pennsylvania development tools, from community grants and workforce support to tax credits, loans, and bond financing.

Its portfolio includes the Keystone Innovation Zone Tax Credit, capped at 100,000 USD, the Manufacturing PA Innovation Program, the Ben Franklin Technology Development Authority Technology Development Grant, and finance tools such as PIDA loans and PEDFA bond programs. The agency also fronts major regional and sectoral work in manufacturing, energy, agriculture, life sciences, robotics, and technology, and it uses the Enterprise eGrants system as a central application portal.

DCED is best understood as the state's general-purpose economic development platform. It channels support through program-specific rules and often through partner networks such as the Ben Franklin system, so applicants usually succeed when they fit a clearly named program, show Pennsylvania impact, and can work through the state's formal application and review process.
