TSRI (Thailand Science Research and Innovation) is Thailand's national research and innovation policy and budget-allocation body, operating under the Ministry of Higher Education, Science, Research and Innovation (MHESI). It allocates funding across nine Program Management Units (PMUs), each responsible for a distinct thematic mandate: area-based development (PMU-A), human resources and frontier research (PMU-B), and national competitiveness (PMU-C) are the three best-documented.

Formed in 2019 by the merger of the Thailand Research Fund (TRF, est. 1992) and related bodies, TSRI does not issue grants directly to researchers. Instead, each PMU runs its own open calls and portals. In 2026, TSRI launched the 'Thailand RISE Fund' brand to reposition Thai research internationally, and all PMUs were transferred to a new parent body, RCAD (Research and Innovation Acceleration Agency for Competitiveness and Area Development), effective 2026-01-01. Applications across the PMU ecosystem flow through the central NRIIS portal (https://nriis.go.th/www/) or individual PMU portals.
