The WV Tax Department is West Virginia's tax authority. Its role in innovation finance is administrative: it processes tax-credit claims, while other state offices handle many of the underlying eligibility decisions for development incentives.

The department's broader tax-credit portfolio includes credits for economic opportunity, manufacturing, film, historic rehabilitation, and research activity. West Virginia's incentives directory shows that many of those credits are certified or allocated elsewhere and then claimed through the tax department on the return. On the research side, the West Virginia Strategic R&D Tax Credit terminated for new claims on January 1, 2014, so only pre-2014 entitlement can continue under the statute. The department's publications also note that credits are generally not transferable, except where a successor in business can continue unused entitlement under a specific statute.

That makes the department relevant for compliance and return-side filing rather than fresh competition. Businesses with legacy credits, or with other West Virginia credits that flow through the return, need careful documentation and timing more than a grant-style application.
