It was reinstated in 2018 and is claimed annually rather than through a competitive review. The credit is 3% of qualified research expenditures, with an alternate computation tied to the federal base. Awards run from $1,000 to $400,000, with a median actual award of $30,000, and unused credit can carry forward for 10 years. The credit is nonrefundable, so its value depends on the taxpayer's ability to use it against current or future liability.
