NPR-A Impact Mitigation Grant

Supports grants for North Slope municipalities affected by NPR A oil and gas development.

The NPR-A Impact Mitigation Grant is a federal pass-through program administered by the Alaska Department of Commerce, Community & Economic Development (DCCED) through its Division of Community and Regional Affairs (DCRA). Funding derives from oil and gas leasing revenue generated within the 22.5-million-acre National Petroleum Reserve-Alaska (NPR-A) on the North Slope, and is directed to municipalities whose communities bear the direct or anticipated impacts of that development. Eligible activities cover planning initiatives, construction and maintenance of essential public facilities, and delivery of necessary public services. The program specifically addresses impacts on population growth, employment, community finances, social and cultural values, environmental quality, wildlife habitats, and the ability to provide critical services such as healthcare, public safety, education, and utilities.

Eligible applicants are municipalities within Alaska's North Slope NPR-A impact zone; businesses, nonprofits, universities, and individuals are not eligible. Federal statute directs priority toward communities experiencing or expected to experience the most direct or severe impacts from oil and gas development. Individual award amounts are set annually based on NPR-A revenue receipts and are not published on the program landing page. The program is confirmed active for FY2026, with the FY26 NPR-A Introductory Handbook and the 2026 NPR-A Report to the Legislature serving as the most recent published reference documents.

Because award sizes and formal deadlines are distributed through the FY26 handbook rather than publicly posted, interested municipalities should contact Grants Administrator Lindsay Reese (lindsay.reese@alaska.gov, 907-269-7906) to obtain the current handbook and understand the submission timeline. Applicants will need to document the direct or anticipated impact of NPR-A development on their community and demonstrate a clear nexus between requested activities and those identified impacts. Funds are cost-reimbursable, meaning grantees pay expenses first and then seek reimbursement from DCRA.
