EMBRAPII Projetos de Alto Impacto — Saúde is a thematic high-impact R&D call jointly funded by EMBRAPII and Brazil's Ministry of Health through SECTICS (Secretaria de Ciência, Tecnologia e Inovação e do Complexo Econômico-Industrial da Saúde), targeting the Brazilian Strategic Health Production Complex (CEIS — Complexo Econômico-Industrial da Saúde). The call mobilises a R$ 60 million EMBRAPII envelope; when company and Unidade counterpart contributions are added, total project mobilisation can reach up to R$ 240 million. Individual EMBRAPII contributions start at R$ 5 million per project. EMBRAPII's non-reimbursable share covers 60–70% of total project budget, a higher co-funding rate than EMBRAPII's standard one-third contribution, reflecting the strategic priority of the health sector for the Brazilian government.
Eligible sectors within the health focus include medical devices, advanced diagnostics, pharmaceuticals, pharmochemicals, neglected diseases, and strategic technologies aligned with the CEIS framework. Project composition requires a minimum of two certified Unidades EMBRAPII and at least one Brazilian industrial company as co-proponent; additional startups, ICTs, or companies may join the consortium. As with all EMBRAPII programmes, funding flows through the Unidades rather than directly to companies. All documentation must be submitted in Portuguese and all amounts are denominated in Brazilian Reais. EMBRAPII's broader health portfolio includes partnerships with the Ministry of Health totalling R$ 150 million and R$ 180 million in separate announced packages.
The Projetos de Alto Impacto programme is EMBRAPII's highest-tier initiative, reserved for large, strategically significant R&D challenges that require multi-institution alliances. The 2025 Saúde call represents EMBRAPII's most direct mechanism for industry-led health innovation at scale in Brazil. Companies seeking to engage should identify Unidades with relevant CEIS competencies, assemble a multi-unit consortium before submission, and ensure their proposed project addresses the specific health technology priorities set by SECTICS for the current call cycle.
