The call funds construction — purchase, deployment, installation and launch — of a Project of Common Interest (PCI) or Project of Mutual Interest (PMI). Only projects on the EU's First Union List of PCIs/PMIs qualify, and works funding requires proof of significant positive externalities plus, for most categories, a formal cross-border cost allocation decision. Certain categories, like smart electricity grids and unregulated storage, instead need a national regulator's assessment proving the project isn't commercially viable without EU support.
