The National Natural Science Foundation of China (NSFC) General Program (面上项目) is NSFC's flagship competitive grant for established principal investigators conducting basic research across all nine NSFC scientific departments, including mathematical and physical sciences, chemistry, life sciences, earth sciences, engineering and materials, information sciences, management sciences, health sciences, and cross-disciplinary fields. NSFC was established in 1986 under China's State Council and became a vice-ministerial institution under the Ministry of Science and Technology in 2018; its remit was further expanded in 2023 when two additional centres were transferred to NSFC from MOST. The foundation's total budget reached approximately CNY 38.6 billion in 2024, a 6.25% increase over 2023, though application volume grew 26.36% over the same period, compressing the overall approval rate to 13% in 2024 (down from 16% in 2023 and approximately 25% a decade earlier).

Each General Program award provides CNY 500,000 in direct costs over four years — a funding level reduced from approximately CNY 650,000 in earlier cycles as part of NSFC's strategy to broaden the number of funded researchers. Only Chinese universities and research institutions can apply; no commercial enterprises are eligible. The principal investigator must be affiliated with the host institution at the time of submission, and the host institution's research office reviews and submits the application on the PI's behalf through the NSFC online system. The 2026 concentrated-reception cycle follows the same January-to-March submission window established in prior years, with institutional review submission typically due in early March and final submission shortly thereafter.

Winning a General Program grant requires a compelling basic research proposal with clear scientific merit and a strong fit with one of NSFC's nine departmental portfolios. Applicants should prepare for a 13% success rate environment, meaning peer review differentiation is critical. The host institution's research office is the primary submission channel and must complete internal review before the NSFC portal deadline; PIs should engage their research office early in the cycle, typically in January, to meet the March institutional submission window.
