The Hangzhou 115 Plan (杭州市115引进国(境)外智力计划) is a municipal subsidy program administered by the Hangzhou Municipal Human Resources and Social Security Bureau that supports Hangzhou-registered enterprises and institutions bringing overseas experts — both foreign nationals and returning Chinese nationals — to undertake technology consulting or technical assistance projects aligned with the city's industrial priorities. The program takes its name from its two sub-tracks: a High-End Annual Salary Subsidy and a Key Project Lump-Sum Subsidy. Applications are made by the Hangzhou-based host entity rather than by the expert individually.

Under the Annual Salary Subsidy sub-track, the host entity may receive matched salary support typically ranging from CNY 500,000 to CNY 1,000,000 per engagement, depending on the expert's qualifications and the approval outcome. The Key Project sub-track provides a lump-sum project subsidy commonly ranging from CNY 100,000 to CNY 500,000, calibrated to the strategic significance of the technology project. Both tracks require the overseas expert to hold verified qualifications and the project to align with Hangzhou's recognized industrial focus areas.

The 115 Plan is a project-based instrument distinct from Hangzhou's talent-classification recognition programs, which provide ongoing individual benefits to high-level talent residing in the city. Under the 115 Plan, the subsidy flows to the host organization to offset the cost of engaging the expert for a defined project, rather than as a personal award to the individual. Applications are accepted on a rolling basis, with the host entity filing documentation through the relevant municipal foreign-experts affairs channel.
