The call funds three to four pilot projects where consortia of public administrations procure and deploy Generative AI solutions built on European foundation models, for uses like decision support, internal process optimisation, citizen-facing chatbots, or making legislation machine-readable. Consortia must show a letter of commitment from participating Member State or regional authorities to co-fund 50% of project costs. A separate, later call funds a Coordination and Support Action to help scale successful pilots across other administrations.
