The "Arbejdsstyrkens fulde potentiale" call is an EU Social Fund Plus (ESF+) grant administered by Danmarks Erhvervsfremmebestyrelse through Erhvervsstyrelsen (the Danish Business Authority), funding Danish municipalities to design and deliver targeted labour market integration programmes for activity-ready unemployed citizens on the edge of the workforce. The programme operates under ESF+ Priority 1.3 — Social inclusion and strengthened labour market participation — and complements Denmark's employment reform by focusing specifically on converting marginalised citizens into paid hours within real companies. Only Danish municipalities, applying individually or as inter-municipal consortia, may submit applications; private companies, nonprofits, universities, and individuals are ineligible.
The total funding pool is DKK 79.4 million. Of this, DKK 20.9 million is ring-fenced for single municipalities or consortia within Region Sjælland, and DKK 58.5 million is available to municipalities in all other Danish regions. A single application may not exceed the amount reserved for the relevant region. Projects may begin from the application date and must close no later than 31 December 2028. Co-financing from private or public cash contributions, or from project partners' own in-kind contributions, is permitted under the programme's eligibility rules.
Applications are submitted through the TAS portal (tasportalprod.erst.dk) and require MitID Erhverv for access. The application window runs from 11 March 2026 to 5 August 2026 at 12:00 noon. Proposals are evaluated on three criteria: (A) results and impact, (B) feasibility and simplification, and (C) complementarity, communication, and knowledge sharing. The Board expects to review applications at its meeting on 5 November 2026. Funded activities may include citizen-facing upskilling and counselling, company recruitment and matching support, and capacity-building guidance on onboarding, mentor structures, and municipal support mechanisms.
