EDF Development Actions (DA) sit at the higher end of defence technology readiness, targeting TRL 4 to 8 — from technology validation through prototype demonstration of complete defence systems. Under the 2026 EDF Work Programme, Development Actions receive approximately €676 million, the largest share of the €1 billion 2026 budget. The 2026 Work Programme covers 10 call areas, with DA topics concentrated in Digital Transformation (AI, cloud, unmanned platforms), Air and Missile Defence, Space and Galileo PRS Integration, Energy Resilience and Environmental Transition, and Materials and Components. The shared submission deadline across all EDF 2026 calls is 29 September 2026.
Funding rates for Development Actions are 70% to 90% of eligible costs, lower than the 100% available for Research Actions, reflecting the more advanced commercial readiness of the technology. Bonus rates apply for projects involving SMEs, mid-caps, and those linked to a PESCO (Permanent Structured Cooperation) capability development project. Member States typically co-fund the non-EU share of eligible project costs through national defence procurement or co-financing mechanisms. Consortium requirements are the same as for Research Actions: at least three independent entities from three EU Member States or Norway. Individual topic budgets range from approximately €20 million for smaller topics to over €150 million for major system development calls such as endo-atmospheric interceptor components or main battle tank systems.
EDF Development Actions are the principal route to EU co-funding for defence prime contractors, system integrators, and their supply chains seeking to develop or demonstrate major European capability programmes. Winning strategies typically involve a lead prime contractor anchoring a multinational consortium, with deliberate inclusion of SMEs and mid-caps from multiple Member States to maximise evaluation scores. All submissions are through the EU Funding and Tenders Portal; each participating entity must hold a valid PIC.
