EDF Development Actions sit beside Research Actions under the European Defence Fund in DG DEFIS, but they target higher-readiness prototype and demonstrator work. The 2026 call set aside about EUR 676 million for development actions, roughly half of the EDF budget, and the topic list includes major capability gaps such as interceptor systems, main battle tank systems, multiple rocket launchers, semi-autonomous surface vessels, fighter system technologies, electronic warfare, space receivers, and smart textiles. The instrument is a grant, with funding rates typically between 70 and 90 percent depending on topic and participation profile. The 2026 slate includes 13 DA topics, one of which closed early, and the programme is designed for large collaborative consortia rather than single applicants. The same annual call window and portal structure applies, and eligibility stays within EU Member State based organisations and associated countries. This is the better route when the work is past concept validation and needs integration, prototype build-out, or demonstration against a defined defence need. Proposals tend to do best when they line up tightly with the call topic, show credible industrial roles, and bring cross-border participation that fits the defence capability being assembled.
