Designing, testing, and validating tools, methodologies, and governance frameworks that raise risk awareness and strengthen disaster preparedness for a whole-of-society, whole-of-government audience. In scope: citizen-facing risk-communication tools (digital platforms, immersive technologies, participatory engagement), inclusive preparedness plans that connect every level of government with civil society and business, and adaptive response frameworks — optionally backed by AI-driven decision support, digital twins (including Destination Earth), and predictive analytics.
