Scaling and integrating already high-TRL (TRL 8) disaster risk solutions across sectors and hazard types — not developing new technology from scratch. Funded work designs the governance, coordination and interoperability standards that let proven solutions plug into national and European civil protection systems, runs large-scale pilots and demonstrations to generate real adoption evidence, and works through the technical, regulatory, financial and social barriers stopping deployment at scale. At least 3 first responders or national disaster-risk authorities, from 3 different countries, have to be full beneficiaries.
