Europe already has plenty of disaster-response technology that works — it just doesn't reach everywhere it could. A solution proven in one country, one region, or against one hazard often never crosses the border, and different countries' tools don't talk to each other. This topic funds closing that gap. Scaling and integrating already high-TRL (TRL 8) disaster risk solutions across sectors and hazard types — not developing new technology from scratch. Funded work designs the governance, coordination and interoperability standards that let proven solutions plug into national and European civil protection systems, runs large-scale pilots and demonstrations to generate real adoption evidence, and works through the technical, regulatory, financial and social barriers stopping deployment at scale. At least 3 first responders or national disaster-risk authorities, from 3 different countries, have to be full beneficiaries.
