Climate change is already a security problem, not just an environmental one. It drives floods, wildfires, landslides and heat waves that ripple into farming, health, transport, energy and border security — and most climate services today are built for general use, not for the people running civil protection during a crisis. Developing and validating methodologies, tools and technologies that give civil-protection authorities and decision-makers situational awareness before a climate-related crisis and after one hits — covering floods, wildfires, landslides, heat waves and other climate-induced disasters, including their cascading and compounding effects across sectors. Funded work has to identify and prioritise climate security scenarios for the EU, build on the European Climate Risk Assessment (EUCRA) and national risk assessments, and involve end-user authorities in defining requirements, testing and validation. Activities are expected to reach TRL 7-8 by the end of the project.
