Tools, methods, and training that help police and the judiciary anticipate, detect, and counter the criminal misuse of new and emerging technologies — new communication technologies, quantum technologies, next-generation biometrics and identification systems, cloud computing, generative AI, and whatever else isn't already covered by the Commission's other Fighting Crime and Terrorism topics — paired with work on how lawful access to data can keep pace with those same technologies, within the law and without compromising data protection or privacy. A proposal has to do both halves: build the practical countermeasure and work out its lawful-data-access angle, not just one or the other.
