Horizon Critical Infrastructure: Stress-Test Tools

Funds two €4.84M projects giving infrastructure operators and authorities better ways to simulate disruptions, spot weak points, and learn from real incidents.

Critical infrastructure doesn't usually fail from one clean cause — a cyber-attack, a storm, or a simple equipment fault can each disrupt the same system, and sometimes more than one hits at once. The authorities and operators who run stress tests against that infrastructure often don't have tools built for how complex and interconnected it's become. This topic funds building that tooling.

Building and validating tools and methodologies that let critical-infrastructure operators and authorities run stress tests — virtual and physical — against their assets and operations, to expose technical and operational vulnerabilities before a real disruption does. In scope: simulation and modelling, multi-hazard and multi-threat scenario building, geospatial data analytics, digital twins, and risk and adaptive-capacity assessment — but the topic doesn't require any specific one of them. The result also has to help critical entities notify and collaborate with each other under stress conditions, and investigate and learn from incidents after the fact: collecting and analysing post-incident data securely, and feeding it back into better operational procedures and training. Solutions need to work flexibly across different critical-infrastructure sectors and environments, including harsh or remote conditions, while respecting the sensitivity of the information they process. At least 3 of the beneficiaries have to be practitioners — an infrastructure operator, a resilience authority, civil protection, or law enforcement/security providers.
