Developing and demonstrating targeted, high-tech capabilities — sector-specific, interoperable, modular technology and governance solutions — that close identified gaps in how critical entities prepare for, respond to, and recover from natural hazards, human-induced incidents, and NaTech (natural-hazard-triggered technological) events, including hybrid combinations of these. Funded work typically builds common platforms or operational tools for dynamic risk assessment and decision support between public authorities, first responders, and critical infrastructure operators, or strengthens cross-border cooperation frameworks for emergency and continuity management. Proposals must be grounded in existing risk assessments and lessons learned from real disruptive events, prove cross-border multi-actor coordination through simulation or real-environment testing, and reach TRL 6-7 by the end of the project.
