Funds creative civil-security solutions for EU external borders that improve management while protecting fundamental rights and EU values.
This open Research and Innovation Action supports border-management solutions not covered by other 2026–2027 destination topics. Projects may address surveillance, checks, customs, supply-chain security or civilian maritime and aviation security, but must protect fundamental rights and EU values as part of the solution.

An open topic for new or unforeseen civil-security challenges in border surveillance, border checks, customs and supply-chain security, and civilian maritime or aviation border management. Develop and test tools at TRL 4–5 that protect EU citizens and third-country nationals, integrate gender, sex, age, disability, race or ethnicity, sexual orientation and migrant-status perspectives, and plan validation, uptake and follow-on use.
