Open-Source Intelligence Risks to Critical Infrastructure

Malicious use of Open-Source Intelligence can aggregate harmless-looking details into critical vulnerabilities, reveal security measures and target personnel or supply chains through tailored phishing, impersonation and social engineering. This Innovation Action helps critical infrastructure operators and authorities understand, flag and mitigate those risks.

Analyse how publicly available information can reveal vulnerabilities, attack vectors, personnel and supply-chain risks for critical infrastructure. Develop OSINT mapping, analysis and risk-flagging tools, incident response and continuity models, removal or mitigation approaches, awareness campaigns and training. Address social media, public records, cloud, geospatial, deep-web and dark-web data, AI processing, insider recruitment, identity theft, impersonation, disinformation, hybrid threats and lone actors; reach TRL 8.
