Preparing the grounds for a future joint pre-commercial procurement of research and development services for innovative security technologies. Projects must consolidate a group of public buyers with shared needs, show why PCP is needed to mature and compare solutions, map the market and technical alternatives, prepare a future PCP tender and supporting procedures, and account for fundamental rights, privacy, societal and gender aspects. The preparatory action must last no more than one year and take place in at least three eligible countries.
