Pre-commercial procurement can give security startups and SMEs a first customer while helping public authorities address shared operational needs. This PCP Action requires a consolidated group of practitioners and procurers to define a significant challenge, compare technical alternatives and de-risk a viable procurement route.

Run a demand-led PCP action for innovative civil-security technologies. Build a committed buyer and practitioner community, analyse market supply and demand, prepare the tender, compare alternatives through competitive R&D phases, validate at least two prototypes from two providers in real operations, and define procurement, deployment, standards and follow-up funding routes. Reach TRL 6–8.
