The Resilience destination within Cluster 4 (Digital, Industry and Space) of Horizon Europe focuses on building robust and adaptive European industrial and technological systems. This includes topics related to cybersecurity, supply chain resilience, advanced manufacturing, critical infrastructure protection, and technologies that reduce European dependency on single-source inputs for key industrial processes. The destination sits alongside the Twin Transition and other destinations within Cluster 4's 2026–27 Work Programme, which allocates €1.5 billion in total across all Cluster 4 destinations.

The call schedule and administrative structure mirror those of the broader Cluster 4 programme: 20 calls opening in 2026 and 13 in 2027, with first deadlines in March and April 2026 and a second batch in September through November 2026. HaDEA administers digital and space topics, while REA administers industry-focused topics within the Resilience destination. Standard Research and Innovation Action (RIA) and Innovation Action (IA) consortia require at least three independent organizations from three different countries. As with all Cluster 4 destinations, award sizes vary substantially by topic, spanning from small coordination actions to large multi-partner industrial projects.
