The Twin Transition destination within Cluster 4 (Digital, Industry and Space) of Horizon Europe addresses the joint digital and green transformation of European industry. Cluster 4's overall 2026–27 Work Programme allocates €1.5 billion across all its destinations, with €678.3 million specifically directed to digital-related destinations. The Twin Transition destination brings together topics at the intersection of digital technologies and industrial sustainability, including manufacturing digitalization, AI-enabled industrial processes, digital-physical integration in value chains, and enabling technologies that simultaneously reduce resource consumption and enhance productivity.

The 2026–27 call calendar for Cluster 4 opens 20 calls in 2026 and 13 in 2027. First calls opened in early January 2026, with initial deadlines in March and April 2026; a second batch of calls carries deadlines in September through November 2026. Different Cluster 4 topics are administered by different executive agencies — HaDEA handles digital and space topics, while REA administers industry topics. Eligible applicants are legal entities from EU member states and Horizon-associated countries; standard RIA and IA consortia require organizations from at least three different countries.

All Twin Transition topic texts, deadlines, and funding conditions are published on the Funding and Tenders Portal at ec.europa.eu/info/funding-tenders/opportunities/portal. Applicants should identify specific topic reference numbers on the portal, as award size, minimum consortium size, and eligible activities vary significantly by topic. Project budgets across Cluster 4 range from small coordination actions of under €1 million to large industrial research consortia exceeding €20 million.
