Horizon Europe Cluster 4 — Twin (Green+Digital) Transition for Industry

Funds European industry innovation in digital and green transition through multinational innovation programmes.

European CommissionEUGrant

Horizon Europe Cluster 4 Twin Transition for Industry sits under the European Commission and funds research and innovation at the intersection of green and digital change for European industry. Its focus areas include sustainable industrial technologies, decarbonisation, circular economy, resource-efficient manufacturing, technological sovereignty, resilient and digitalised value chains, critical-minerals supply, and advanced materials. The 2026-27 work programme allocates €1.5 billion across Cluster 4, with 20 calls in 2026 and 13 in 2027. The instrument is a grant. Typical project budgets are in the multi-million-euro range, with the minimum award around €2 million and the common working band stretching toward €10 million. Eligibility is open to companies, universities, and research organisations from the EU and associated countries, with consortia required and a technology-readiness range of TRL 2 to TRL 8. Calls are split across topics, so the agency in charge changes by subject area. HaDEA handles the digital destinations, REA handles space and industry topics, and Chips Joint Undertaking handles semiconductor topics. The best fit is a consortium that can show industrial relevance, cross-border delivery, and a clear route to deployment inside Europe's industrial base. Applicants also need to plan around the two-wave call calendar, because early openings and later 2026 deadlines sit alongside a second batch that runs into late 2026 and early 2027.
