Cluster 5 of Horizon Europe — Climate, Energy and Mobility — is one of six thematic clusters within Pillar II (Global Challenges and European Industrial Competitiveness) of the EU's €93.5 billion research and innovation framework programme for 2021–2027. The Cluster 5 Work Programme for 2026–27 was adopted on December 11, 2025, and allocates approximately €2.2 billion in total, with roughly €1.2 billion available through calls opening in 2026. The programme is organized into five destinations: Climate Sciences and Responses, Cross-Sectoral Solutions for the Climate Transition, Sustainable, Secure and Competitive Energy Supply, Efficient and Green Industry, and Clean and Competitive Solutions for all Modes of Transport.
Calls open across a staggered schedule running from December 2025 through late 2027, with initial deadlines falling between March and late 2026 depending on destination. Most Cluster 5 calls are administered by CINEA (European Climate, Infrastructure and Environment Executive Agency). Eligible applicants include legal entities from EU member states and associated countries; consortia typically require a minimum of three independent organizations from three different countries for Research and Innovation Actions (RIA) and Innovation Actions (IA), though requirements vary by topic. Project budgets vary considerably by topic and instrument type — the range typically extends from under €1 million for coordination and support actions to over €20 million for large collaborative innovation projects.
Prospective applicants access all Cluster 5 calls through the Funding and Tenders Portal at ec.europa.eu/info/funding-tenders/opportunities/portal. Work programme topic texts, eligibility conditions, and submission timelines are published per topic on that portal. Given the staggered multi-year call calendar, applicants are advised to identify specific topic references and confirm their individual deadlines directly on the portal rather than relying on programme-level opening dates.
