Horizon Europe Cluster 5 covers climate, energy, and mobility under the European Commission's research and innovation framework. Its 2026-27 work programme spans climate science and response, cross-sector climate transition solutions, sustainable energy supply, energy efficiency, clean transport, and smart mobility. The envelope is €2.2 billion across the biennium, with about €1.2 billion concentrated in 2026 calls. The instrument is a grant, delivered through Research and Innovation Actions, Innovation Actions, and Coordination and Support Actions. Project budgets usually run from about €3 million upward, with typical awards in the €3 million to €10 million range and some topics reaching €100 million. Research and Innovation Actions and Coordination and Support Actions can fund up to 100% of eligible costs, while Innovation Actions are generally funded at up to 70%, or 100% for non-profits. Most calls are administered by CINEA, while some topics flow through the Clean Hydrogen Joint Undertaking, the Clean Aviation Joint Undertaking, or SESAR 3 Joint Undertaking. The cluster is built for consortia that can connect climate science, energy systems, and mobility deployment across EU and associated countries. Its strongest proposals usually show both technical maturity and a credible path to implementation across more than one national market.
