This Pre-Commercial Procurement topic supports consortia of public procurers, specifically local authorities, to jointly procure R&D for innovative solutions that reduce greenhouse-gas and air-pollutant emissions. Projects should include at least three of the 112 EU Mission on Climate-Neutral and Smart Cities, use open market consultation, engage end users and suppliers, and show how successful solutions will be deployed and scaled.
