The EU Missions are five ambitious, large-scale research and innovation programmes operating within Horizon Europe's 2021–2027 framework. Each mission is structured around a concrete, measurable goal: Mission Climate Adaptation and Societal Transformation (100 European regions climate-resilient by 2030), Mission Cancer (improving lives of 3 million people by 2030), Mission Restore Ocean and Waters (restore 30 sea basins and 60 freshwater bodies by 2030), Mission 100 Climate-Neutral and Smart Cities (100 cities climate-neutral by 2030), and Mission A Soil Deal for Europe (30 living labs and 100 lighthouse activities by 2030). Each mission operates under a dedicated implementation plan and work programme, and administers calls through specific executive agencies.
The 2026 Missions call portfolio carries a unified submission deadline of September 23, 2026 across participating missions. Typical project budgets range from €1 million to €20 million per Research and Innovation Action (RIA) or Innovation Action (IA). Executive agency assignments reflect mission scope: CINEA administers Climate Adaptation and Ocean missions, HaDEA and REA share Cancer mission administration, EISMEA handles the Cities mission, and REA administers the Soil mission. Eligible applicants are legal entities from EU member states and Horizon-associated countries; consortium requirements vary by topic and instrument.
The Missions model differs from standard Cluster calls in that proposals must demonstrate direct contribution to the specific, quantified mission target — not merely relevance to the broader thematic area. Prospective applicants should identify specific topic references under each mission on the Funding and Tenders Portal at ec.europa.eu/info/funding-tenders/opportunities/portal. Mission Implementation Plans for each of the five missions, available on the portal and on the dedicated mission pages at ec.europa.eu, provide the detailed scientific and societal context required to frame a competitive proposal.
