Homelessness remains a structural challenge across Europe, while many housing policies do not connect the green transition with the needs of people who lack a permanent home. Refining and demonstrating at least three NEB-aligned housing-led approaches across urban, peri-urban and rural neighbourhoods in different Member States and/or Associated Countries. The approaches provide permanent homes and person-centred services for people experiencing homelessness, address institutional barriers, and include green, low-carbon, climate-resilient and health-promoting housing. Projects co-create the approaches with the people they target, compare their effectiveness with conventional approaches using comparable ETHOS-based data, and document how the models can be replicated and adapted locally.
